CONSULTING SERVICES TO CARRY OUT A PUBLIC PRIVATE PARTNERSHIP (PPP) FEASIBILITY STUDY FOR BORDER MARKETS IN MALAWI

The Government of Malawi (GoM) has obtained a credit and grant from the International Development Association (IDA) under the Southern Africa Trade and Connectivity Project (Project) to support efforts to reduce trade costs and time, increase access to improved infrastructure, and increase value chain development in targeted corridors of Malawi and Mozambique, and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include a study for the Public Private Partnership Commission (PPPC) to determine the feasibility of the construction of border markets in Malawi. In addition, the study also aims at determining the viability of developing and delivering the Project as a Public Private Partnership.

The specific objectives of the feasibility study are to:

  1. Advise on appropriate site(s) for the district markets and confirm the available sites for the city markets, while factoring in stakeholders (end-users’) input,
  2. Develop technical specifications for the border markets,
  3. Carry out preliminary environmental and social assessments and prepare an E&S scoping report for the city sites and the identified sites for the districts,
  4. Advise on PPP options insofar as they are applicable, and
  5.  Upon approval of the feasibility study, assist GoM in the process of attracting the Private Partner and/or other strategic partners who will design, finance, construct, operate and transfer the border markets.

The assignment is for a period of 18 months and it is expected to commence in September 2024.

The Ministry of Transport and Public Works now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  1.  Core business of the firm(s) and years in business;
  2. Relevant similar experience, which should specifically include the below:
    • The firm shall have demonstrable experience of at least 10 years of providing similar services, including PPP -related detailed feasibility studies and PPP related Procurement services, to either the public or private sectors or both.
    •  Knowledge and experience of the African operating environment or close similar business projects is a requirement.
  3. Technical and Managerial capability of the firm. The firm should demonstrate having a solid team of professional in relevant areas as indicated in the TORs.  (Provide only the structure of the organization, general qualifications and experience, and number of key staff. Do not provide detailed CV of the staff. Experts will not be evaluated at the shortlisting stage.

    The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 

    Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

    A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
