- Background
The Government of Malawi (GoM) through the Ministry of Transport and Public Works MoTPW has applied for financing toward the cost of the Southern Africa Trade and Connectivity Project (SATCP). The MoTPW intends to apply part of the proceeds of this financing to eligible payments under the contract for hiring a Finance and Administration Manager.
The MoTPW invites applications from suitably qualified and interested candidates to fill the position of Finance and Administration Manager, recruited as individual consultant following World Bank Procurement Regulations dated September 2023.

Duration of Assignment : 2 and half years
2. The Objectives of the Assignment
- To provide strategic leadership and oversight in financial management, procurement, administrative operations, human resources functions and secretarial support to ensure the efficient functioning of all Secretariat functions and activities;
- To develop and ensure that financial policies are adhered to, resources are utilized efficiently
- To maintain financial integrity, facilitate budget development, procurement processes, and accurate record-keeping; and
- To provide administrative support for meetings and missions, ensuring smooth coordination and logistical arrangements.
3. Duties and Responsibilities
- Manage financial operations, including budget development, expenditure tracking, and financial reporting.
- Manage procurement of goods and services, ensuring compliance with organisational policies and procedures, and ensuring value for money and adherence to contractual terms.
- Implement internal financial controls to safeguard the Secretariat’s assets and mitigate risks of mismanagement
- Maintain accurate financial and inventory records for audits and reporting purposes.
- Coordinate external and internal audits, ensuring timely submission of audit reports and implementation of audit recommendations
- Lead the development and management of budgets for NDCMC activities, ensuring accuracy and adherence to financial policies.
- Monitor expenditures, budgetary control, and maintain records of financial transactions in compliance with organisational guidelines.
- In compliance with financial regulations and reporting requirements, prepare and present financial reports to senior management and stakeholders, providing insights into financial performance and forecasting future trends.
- Identify and mitigate financial and operational risks, implementing appropriate controls and measures to safeguard organizational assets and resources.
- Upholding all Human Resources policies for the organisation;
- General office management and administration, ensuring the smooth running of all functions and services
- Coordinate logistics for meetings, missions, and events, ensuring efficient planning and execution.
4. Qualifications and Experience
- A Master’s degree in Finance, Accounting, or a related field is required. A relevant professional qualification such as CPA (Certified Public Accountant) or ACCA (Association of Chartered Certified Accountants) is highly desirable;
- Knowledge and experience in computer-based office organization tools;
- Minimum of 10 years of progressive experience in finance and administration roles, preferably in a similar organizational setting;
- Proven leadership experience with strong interpersonal skills and the ability to work with a diverse team.
- Proven experience in financial management, budget development, and expenditure monitoring in multi-stakeholder environments;
- Demonstrated experience in office administration, including Human Resources Management, procurement, inventory management, and logistics coordination.
- Previous experience working with international organizations or donor-funded projects is an asset.
- Should be a full member of relevant professional bodies (ZICA, ICAM, ACCA, OCAM etc);
- Fluency in English; an understanding of Portuguese will be an added advantage.
- Reporting Requirements
The Finance and Administration Manager will report to the Executive Director
5. Location of Employment
The Finance and Administration Manager will be based in Tete, Mozambique, but will be required to travel regularly along the Nacala Corridor.
6. Duration of Employment
The contract is for 2.5 years.
