Refurbishment of old terminals in Mwanza and Muloza Immigration border crossing points in preparation for installation of Border Pass System

The International Organization for Migration (IOM) invites interested and eligible vendors to submit Expressions of Interest (EOIs) in respect of provision of the requirements described below. The purpose of the
REOI is to identify vendors that wish to participate in a forthcoming solicitation process.
Description
The International Organization for Migration (IOM) has received financing from the World Bank under the Southern Africa Trade and Connectivity project (SATCP) toward the cost of the projects: ” Supporting the Government of Malawi in Strengthening Migration Management through Expansion of the Migration Information and Data Analysis System (MIDAS)” and “Facilitating Cross Border Mobility and Small-Scale Cross Border Trade through Implementing a Mobile Border Pass System along Mozambique/Malawi Borders”,
and intends to apply part of the proceeds for contracting services.
The contracting services (“the services”) include the supply, transportation, Installation, and complete refurbishment of building work including painting the old terminal in Mwanza and Muloza Immigration boarder offices. The assignment will cover preparation of site in alignment with technical drawings, electrical fittings and local area network (LAN) cabling, temperature control systems, installation of doors and windows, and connection to available utilities (power, and water). The implementation period is expected to run from May to July 2026.
The International Organization for Migration (IOM) now invites eligible contractors to indicate their interest in providing the Services.

Content of EOI The Shortlisting Criteria are:
- A company profile including number of staff, organizational chart and business years in the requested type of service
- Complete contact information: full name and address, telephone number, email and website with at least two contact persons
- Valid certificates of registration/ incorporation, and 3 years tax certificates (2022 – 2025)
- Valid certifications from relevant regulatory bodies, franchise or dealership (as applicable)
- A clear list of locations/ region the bidder is interested in
- Copies of past contracts or purchase orders to demonstrate experiential qualification for the Refurbishement or renovation of buldings
- Demonstrated successful completion of at least three (3) similar assignments involving Refurbishment of office.
- Proven experience in supervising electrical works, local area network setup, and integration of national power grid.
- Proven capacity to operate in remote or border locations, including logistics and site supervision.
- Availability of appropriate technical, financial, and managerial capacity to deliver the assignment within the specified timeframe.
- Experience with complying with environmental and social safeguards (ESS) during the period.

This Request for Expression of Interest does not constitute a solicitation. The International Organization for Migration (IOM) reserves the right to change or cancel the requirement at any time during the EOI and/or subsequent solicitation process.
The International Organization for Migration (IOM) also reserves the right to require compliance with additional conditions as and when issuing the final solicitation documents. Submitting an EOI does not automatically guarantee receipt of the solicitation documents when issued. Invitations to bid or requests for proposals and any subsequent purchase order or contract will be issued in accordance with the rules and procedures of The International Organization for Migration (IOM).
