Senior Specialist for Transport, Logistics and Supply Chain Management for Nacala Development Corridor Management Committee

The Government of Malawi (GoM) through the Ministry of Transport and Public Works MoTPW has applied for financing toward the cost of the Southern Africa Trade and Connectivity Project (SATCP). The MoTPW intends to apply part of the proceeds of this financing to eligible payments under the contract for hiring a Senior Specialist for Transport, Logistics and Supply Chain Management.

  1. Background

The Government of Malawi (GoM) through the Ministry of Transport and Public Works MoTPW has applied for financing toward the cost of the Southern Africa Trade and Connectivity Project (SATCP). The MoTPW intends to apply part of the proceeds of this financing to eligible payments under the contract for hiring a Senior Specialist for Transport, Logistics and Supply Chain Management.

The MoTPW invites applications from suitably qualified and interested candidates to fill the position of Senior Specialist for Transport, Logistics and Supply Chain Management, recruited as individual consultant following World Bank Procurement Regulations dated September 2023.

  1. The Objectives of the Assignment

• To provide technical expertise and coordination in achieving efficient, cost-effective transport and logistics operations.
• To coordinate and facilitate the adoption of international best practice in supply chain management to enhance efficiency of supply chains along the corridor.

  1. Duties and Responsibilities

1) The Project Procurement Specialist will be responsible for the overall management of project Coordinate activities related to implementing the Tripartite Railway and Road Transport Agreements.
2) Assess risks and bottlenecks along the corridors and take necessary remedial action.
3) Assist with preparations and administration of two Tripartite Workshops each year.
4) Assist with sector clusters related to transport, logistics and supply chain management.
5) Assistance in developing and monitoring progress on Sector Action Plans between Tripartite Meetings. Coordinate communications among sector groups.
6) Coordinate with SATCP on supporting relevant Project activities of mutual benefit and in creating venues for bilateral and trilateral planning, coordination and reforms.
7) Assess fluidity of supply chains for key commodities transiting the corridor and facilitate dialogue at various levels to continuously improve the performance of the supply chains, in collaboration with the Transport Working Group of Nacala/Beira.
8) Conduct research and benchmarking on best corridor practices for continuous improvement.
9) Build up an inventory of procedures, document requirements and charges through the supply chain of key commodities transiting the corridor, and collaborate with respective agencies and the Transport Working Group for the simplification and harmonization of procedures, reduction of trade and transport related barriers, and adoption of international best practice in determining and implementing transit regimes.
10) Carry out business development and corridor marketing activities.
11) Build functional relationships with regional bodies, international cooperating partners and relevant private sector associations to keep corridor stakeholders abreast of relevant developments on the international, regional and local scenes.
12) Liaise between the government and private sector.

  1. Qualifications and Experience

1) Master’s degree in Transport, Logistics, Supply Chain Management, Business Administration, or other relevant qualification;
2) Knowledge of international transport/shipping and trade issues, including policy, legal, regulatory and institutional issues affecting the shipping industry (laws, rules, licensing procedures and the institutions enforcing them);
3) Minimum 6 years managerial experience in a transport/logistics or trade environment; – Knowledge/experience in regional integration and/or corridor organisation and functions, with respect to trade facilitation theory and practice;
4) Broad understanding of the transport and logistics industries in the region. Experience on multimodal transport projects is desirable
5) Active membership in relevant professional bodies in Transport is desirable (e.g. CILT);

  1. Reporting Requirements

The Senior Specialist for Transport, Logistics and Supply Chain Management reports to the Secretariat Executive Director.

  1. Location of Employment

The Senior Specialist for Transport, Logistics and Supply Chain Management will be based in Tete, Mozambique, but will be required to travel regularly along the Nacala Corridor.

  1. Duration of Employment

The initial term of contract is 2.5 years.
