Southern African Trade and Connectivity Project (Malawi)
The Nacala Development Corridor Management Committee (NDCMC) is a trilateral committee which comprises Malawi, Mozambique and Zambia. The NDCMC is established by the Nacala Development Corridor Agreement of September 2000 and as amended in October, 2023. The Committee is composed of three organs namely: Council of Ministers; Nacala Development Corridor Management Board; and the Joint Technical Committee. The Joint Technical Committee consists of governmental agencies responsible for Customs; Immigration; Trade; Industry; Sanitary and Phytosanitary matters in agriculture; Standardization, Quality Assurance, Metrology (SQAM); Railway; Transport Infrastructure; Climate and Pandemic Response; and Road Transport Operations and Safety. These are also referred to as Clusters.
The purpose of the NDCMC is:
- Facilitating the provision of safe, cost effective and efficient movement of goods and persons,
- Developing, improving and maintaining the infrastructure and services of the Corridor, and
- Collaborating on trade and transport facilitation and other development issues
The NDCMC has, since 2022, been implementing a Corridor Performance Measurement and Monitoring (CPMM) system to measure and monitor the performance of the Nacala and Beira corridors in order to assess progress in achieving its objectives. This effort is part of the Southern Africa Trade and Connectivity Project through financial support from the World Bank.
This publication of CPMM indicators is based on a second round of follow-on monitoring data against the baselines. The NDCMC looks forward to continued collaboration with all corridor stakeholders and appreciates any form of assistance from the stakeholders in providing the required data with the aim of effectively measuring and monitoring the corridors and NDCMC performance against set goals and objectives.
