The proposed rehabilitation of the Liwonde to Matawale Road (M003) in Machinga and Zomba districts is a key infrastructure project by the Government of Malawi, implemented through the Roads Authority with financial assistance from the World Bank under the Southern Africa Trade and Connectivity Project (SATCP). EXECUTIVE SUMMARY
1.0 Project Background
The proposed rehabilitation of the Liwonde to Matawale Road (M003) in Machinga and Zomba
districts is a key infrastructure project by the Government of Malawi, implemented through the
Roads Authority with financial assistance from the World Bank under the Southern Africa
Trade and Connectivity Project (SATCP). The project aims to upgrade the existing road to
improve connectivity, road safety, and access to markets and essential services along the
corridor.


Construction is expected to commence in December 2025, with a planned implementation
period of 24 months, followed by a 12-month defects liability period. The project will engage
a total of 267 workers, comprising 197 males and 70 females. Of this workforce, 243
(approximately 86%) will be locally sourced, while 24 (14%) will be international staff,
reflecting a strong emphasis on local employment. Jobs will span various sectors, including
civil engineering, surveying, masonry, carpentry, electrical and mechanical works, drainage
construction, pavement and asphalt works, road safety, environmental management, and
general site services. The rehabilitation of Liwonde-Matawale (M003) Road and its associated
works is expected to cost around USD 61,687,183.73.
