Infrastructure Engineer

  1. Background: The Government of Malawi (GoM) has applied for financing from the World Bank toward the cost of the Southern African Trade and Connectivity Project (Project) to support efforts to reduce trade costs and time, increase access to improved infrastructure, and increase value chain development in targeted corridors of Malawi and Mozambique, and intends to apply part of the proceeds for consulting services.

  • The Ministry of Transport and Public Works now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services for the position.

Roles and duties

The Infrastructure Engineer will help the Project Manager  in performing the following activities –

  • Prepare Terms of References for the design and supervision of infrastructure sub-projects;
  • Support PIU with manage contracts for consultants and contractors;
  • Provide technical inputs to studies including consultations and data collection;
  • Provide contributions to the work planning and budgeting;
  • Support the PIU in the oversight and guidance of (engineering) consultants, providing written review and comments on the quality of outputs;
  • Closely work with the PIU Procurement Specialist to support the procurement process of Consultants and Contractors;
  • Closely work with the PIU E&S Safeguards Specialists with respect to E&S risk assessment, Design reviews, stakeholder engagement, land acquisition and development permission;
  • Closely work with the PIU M&E team to identify key indicators to track implementation status of infrastructure sub-projects and collect timely information needed to update the Project’s result framework.
  • Attend site visits and site meetings to verify firsthand, the status of sub-project activities, monitor implementation (both technical and ESHS compliance), flag any concerns and follow up with responsible implementing agencies;
  • Perform overall quality control of the work (budget, schedule, plans, personnel’s performance) and report regularly on project status;
  • Review engineering deliverables and initiate appropriate corrective actions;
  • Join the PIU team during the Bank implementation support missions, contribute to updating of the status between successive missions on key technical areas.
  • Review infrastructure projects’ invoices and facilitate their payments; and
  • Assist the PIU with any other duty when solicited by the Project Manager of the PIU

Academic requirements and experience

      The candidate should meet the following minimum qualifications and expertise: 

Bachelor’s Degree  in Civil Engineering. Those with postgraduate qualifications and or registered with professional body will have an added advantage.

  1. A minimum of 10 years of demonstrable project experience in planning and managing infrastructure projects , with experience in transport infrastructure, and or extractives sectors at similar or senior level;
    1. Experience with working on WB financed projects or similar (other MDB, bilateral donors) particularly exposure to safeguards considerations including stakeholder consultations in support of engineering decision-making;
    2. Experience with procurement of civil engineering services and works;
    3. Experience in contract management of infrastructure projects;
    4. Experience with conducting concept design and feasibility studies of infrastructure projects (including cost estimation and cost-benefit analysis);
    5. Demonstrated ability to address technical issues relating to construction in line with safeguards considerations;
    6. Experience with technical and Environmental, Social, Health and Safety compliance monitoring of infrastructure projects;
    7. Familiarity with the agricultural sector (value chain infrastructure) is considered an advantage;
    8. Working knowledge with rules, regulations, best practices and performance standards;
    9. Time management and organization skills;
    10. Excellent knowledge and skills in design and visualization software such as AutoCAD;
    11. Ability with working with multi-discipline projects both linear and building;
    12. Fluency in spoken and written English with ability to communicate in local languages is considered an advantage with ability to interface with various stakeholders including glass roots and sector players.
  • The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
